Malolos-Clark Railway Project

(MCRP) CP N-02

The Malolos-Clark railway project is part of the 147km North-South Commuter Railway (NSCR) linking the regional center of Clark and the Clark International Airport in Central Luzon with Metro Manila and Calamba, Laguna in the south.

The project is jointly implemented by the Department of Transportation (DOTr) and the Philippine National Railways (PNR) with the financial assistance of Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB).

The Department of Transportation (DOTr) launched the tender in August 2019 for the construction of civil structures, viaducts and stations, and has awarded the contracts in September 2020.

NSCR is a flagship project of the government’s “Build, Build, Build” infrastructure development program aimed to reducing traffic congestion in Metro Manila and boosting economic growth.

The Malolos-Clark Railway Project (MCRP) is a proposed 52.4 km-long railway to connect Malolos to Clark economic zone and Clark International Airport (CIA) in Central Luzon, Philippines, which include six (6) stations and one (1) depot.

Stations will feature elevators and escalators for easy passenger movement, and automatic fare control systems, including ticket vending machines, gates, fare adjustment machines, data collecting machines, and office booking machines.

The Malolos-Clark Railway Project (MCRP) Contract Packages (N-02) will improve local, national, and international connectivity with the direct link to the international airport at Clark, making it a gateway to Asian destinations.

  • Environment-friendly public transport. All stations to have universal access and intermodal facilities for easy transfer to other modes of public transportation. The project will ease chronic road congestion and spur economic growth in Central Luzon, to serve New Clark City’s estimated future 1.2million population.

  • Travel time cut from 2-3 hours (by bus) to 1 hour (by train), target maximum rail speed of up to 160 km/hour. Blumentritt to Clark daily ridership of 81,000 by year 2022 and 342,000 by the year 2025 (as projected). The project will use cutting-edge technology in constructing an elevated railway to minimize disruption and flood risks in communities.

MCRP CP N-02

The proposed MCRP CP N-02 consist of approximately 15.5 km of precast segmental box girder bridge, one extradosed bridge (80m + 140m + 80m), three balanced cantilever bridges (2nos 50m + 70m + 50m and 1no 60m + 100m + 60m), one steel bridge (60m length) and approximately 350m of cast in-situ bridges. The elevated station is situated at the city of San Fernando.

The scope of this package also includes the E&M installation works for the Station, the provision of Elevators and Escalators, the Station Building Services, Fire Alarm System, Building Information Management System, Signage and other ancillary works.

CP-N02 project alignment begins from P428 in Minalin, Pampanga to P825 located at Barangay Baliti, City of San Fernando, Pampanga traversing two (2) municipalities and one (1) city.
