our purpose
To ensure that ACCIONA–DL E&C Joint Venture (the “JV”) construct the Malolos Clark Railway Project CP N-02 in an environmentally responsible and sustainable manner.
our principle
The JV, aware that Management of Occupational Health and Safety concerns all persons who work in the organization according to their different levels of
responsibility, adopts a Management System that ensures that “Health and Safety” and well-being of our workers and staff is our top priority.
The JV commits to Environmental and Social Governance (ESG) by developing basic infrastructure assets with an additional value thinking of people and the planet – in short, regenerative infrastructure. Not just providing a positive impact on the natural capital (planet positive) that is capable of creating sustainable difference in the project (integrate transformation), the project also gives special focus on developing the social dimension of the communities within the project’s area of influence (people-centric).
The JV value diversity and promote equal opportunity to all. The JV do not discriminate based on race, religion, colour, national origin, gender, sexual orientation, age, marital status, veteran status or disability status.

Our Aim
Environmental Policy Statement
- Comply with legal and other requirements including those from Department of Transportation and DENR Environmental Management Bureau.
- Develop an Environmental Management System that meets the requirements of ISO 14001.
- Incorporate environmental responsibility int all business operations by planning environmental protection, developing control plans and procedures (i.e. CEMMP), reviewing and developing policy, setting objectives and targets and reviewing site performance through inspections and auditing.
- Prevent pollution and continually improve our environmental performance.
- Minimize our waste and divert as much as possible from landfill.
- Minimize energy and water usage in our buildings, vehicles and processes in order to conserve supplies and minimize our consumption of natural resources especially where they are non-renewable.
- Apply the principles of continuous improvement and Best Available Technology Not Exceeding Excessive Cost (BATNEEC).
- Deal with any unforeseen emergency situations in a professional manner, reducing the environmental impacts and initiating measures to prevent reoccurrence.
- Promote our objectives and targets and to respond positively to inquiries and suggestions from both inside and outside the company.
- Take reasonable steps to procure products and services that do the least damage to the environment and encourage others to do the same.
- Plan, engineer and construct our projects in a way that is considerate to preserving ecosystem diversity and mitigating human effects
- Construct our projects in a sustainable manner by reducing the ecological impact whilst also addressing regional issues associated with the human, social, environmental and economic impacts.
The JV will exercise a duty of care for our environment by adopting best environmental stewardship, such as the waste minimization philosophies. Our environmental plans and procedures, together with our employee’s awareness programs, will communicate the principles of our Environmental Policy and provide knowledge for our employees to deliver on our environmental commitments. Sharing this knowledge to our goal of continuously improving the environmental awareness to all our contractors, suppliers, local community and the other parties. The JV will ensure the availability of resources needed to implement this policy and ensure that it remains applicable to the JV activities, effective and relevant through regular review and updates.
Quality Policy Statement
- To establish, implement and maintain well-organized and effective quality system that meets the requirement of the Contract Documents and Quality management system requirements to assure quality during each stage of procurement and construction in order to deliver a quality project to the client.
- To implement by all project personnel, vendors, subcontractors and the supplier, the quality system on all the activities provided under the contract documents.
- To review and monitor the quality system at regular intervals throughout the project period in order to improve the system and detect and correct any defect on the system by taking the necessary corrective action.
- A commitment to comply with the project contractual requirements.
- Establishing standardization through Quality Management System.
- Ensuring the Quality competitiveness through the JV partnership.
- Provide a Framework for establishing and reviewing objectives and targets
The Project Director of ADJV have specific responsibility for providing the necessary resource and organization to implement this policy for the safe and quality provision of our service.
Occupational Health & Safety Policy Statement
- Commitment by Management and the entire organization with the promotion of the culture and the integrated management of Occupational Health and safety in own activities, as well as those of collaborating companies, in order to achieve a constant and significant reduction in occupational accidents.
- Compliance with legislation in force and continuous and gradual improvement of the occupational health and safety conditions in the activities of the JV.
- Commitment to establishing, implementing, updating and periodically revising the Occupational Health and Safety Management System of the JV to provide an adequate framework ensuring compliance with the objectives and a continuous improvement of the preventive action.
- The use of tools such as theoretical and practical training, information, consultation and participation of workers that allow transforming the values, attitudes and behavior of all members of the organization so that the principles of this Policy are known, understood, developed and maintained.
- Management undertakes to conducting an annual investigation and analysis of the results obtained, defining a cyclical process that can be used as the basis for updating the Occupational Health and Safety Management System.
- The Occupational Health and Safety Policy will be periodically revised by Management and used to make any modifications in the system as appropriate to guarantee the continuous improvement of its results.
This approach to Occupational Health and Safety shall conform to the basic rights and values of health, physical integrity and respect of persons, teamwork, active participation of workers and application of the best techniques and preventive strategies at each time in accordance with legal requirements from Department of Labor and Employment (DOLE) under Department Order (DO 13) Governing Occupational Safety and Health in the Construction Industry in the Philippines.
